Follow-up to Minimum Passing Distance

Quite obviously I am a cyclist, so having a mandated minimum passing distance is in my best interests for safety and peace of mind.  Having read the 128 submissions (available to read here), the quality varies and some of the arguments are curious.  Many seek clarification as to what overtaking vs passing means, and if a bicycle has its own lane, is a metre still required (which are fair enough questions).
